I do not know the answer to this question. Since these are  US government backed agencies that get taxpayer support when times are bad in the real estate market, I believe our legislators should explore and have a healthy debate to review and answer this question before it becomes an issue.

I do not think the divisive political environment we live in today looks at these bread and butter issues as we have in the past until they become a major problems.
